he “CCAC TEAP Wastewater Technology Consultant” will write a report of approximately 25 pages (not including annexes and diagrams), and prepare a presentation, which provides an overview of a cluster of wastewater technologies and their methane (and other super pollutants) abatement potential. This would be based on the report's key findings. The report would consider the relevant business models for different site capacities and resources, ownership types, and geographies. It would address the efficacy of wastewater technologies in different countries' contexts, including over time. The report would address the key challenges for successful implementation taking into account climate/geographic conditions, access to source materials, and other factors. The report should also provide an overview of costs for the above different types/sizes of the different wastewater technology systems and facilities. This would include both CAPEX and OPEX costs. The Report should also discuss whether the wastewater technology) systems practice stands up as a private investable opportunity and, if not, the public policy interventions that may be required to allow it to be deployed and insights into prioritizing investment opportunities. It would also deliver focused case studies of successful deployment of best practices and technologies. The Consultant should also consider explore “archetyping” in their report where possible, considering criteria such as the size of the operation, and distinction based on the country context (to be determined with the supervisor and relevant Panel Members).

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. The Climate and Clean Air Coalition’s Technology and Economic Assessment Panel (CCAC-TEAP) was launched in 2023 as a two-year pilot to help countries identify and scale innovative, underfinanced solutions to reduce short-lived climate pollutants (SLCPs). It provides evidence-based technical and economic analysis to support governments in turning SLCP opportunities into practical, investment-ready actions with climate, health, and air quality benefits. The Consultant will prepare a techno-economic assessment report on a cluster of wastewater technologies, including anaerobic technologies, decentralized systems, and nature-based solutions, analyzing its potential for methane and other super pollutants (such as nitrous oxide) mitigation, while promoting circular economy approach through nutrient recovery, energy generation, water reuse and related strategies. The work will examine the conditions under which the technology delivers optimal performance, with particular attention to low‑energy, low‑OPEX, and context‑appropriate applications in developing countries. The report will quantify mitigation potential and required investments; outline whole‑of‑life costs and benefits for public and private actors; assess whether the technology constitutes a viable, finance‑ready investment opportunity. It will also identify policy interventions needed to address deployment barriers, assess implementation and operational challenges (including maintenance), and propose solutions to overcome barriers and social acceptance constraints. Priority investment opportunities will be highlighted, supported by case studies demonstrating successful implementation in countries and/or across regions. The Report will further identify key geographies where the wastewater technology would be/have been most effective, and should explore “archetyping” where possible, e.g., on the applicability of a particular solution for a given context/set of geographic conditions. It will assess the applicability of the technologies across a range of country settings, with a focus on developing countries, and highlighting any limitations. In the latter case, where possible, feasible adaptations of best practices/technologies for developing country settings should be identified/explored. Finally, the report will examine long-term performance and maintenance costs to help countries understand how different approaches and investments can deliver effective mitigation outcomes in a specific country's contest. This Report will be finalised in Q4 2026 with key deliverables timed for the CCAC Annual Meeting 2026 in October and/or COP31 in November 2026. Objectives: 1. The report will consider the relevant business models for different plant capacities, ownership types, and geographies. The report would address the key challenges for successful implementation taking into account climate/geographic conditions, access to source materials, deployment alongside other complementary technologies (such as nutrient recovery, energy generation, biomass conversion) and maintenance over time. A decision tree is envisioned as part of the report. The report should also provide an overview of costs for the above different types/sizes of wastewater technology. This would include both CAPEX and OPEX costs. The Report should also discuss whether the cluster of wastewater technologies stand up as an investable opportunity (including climate finance) and, if not, the public policy interventions that may be required. It would also deliver focused case studies of successful deployment of best practices and technologies. The consultant should also consider exploring “archetyping” in their report where possible. 2. Prepare a brief ‘solution sheet’ which may include, as appropriate, the following: - Solution definition - Policy & regulatory context - Market & circular economy conditions - Financial model and scale pathway - Behavioral & adoption factors - Preconditions for success - Theory of change - Others, as relevant 2. Conduct consultations on the given topic with relevant technology providers and implementers as well as other stakeholders (private and public, to be determined with the supervisor) to make the findings as accurate and grounded in research and latest knowledge in the sector as possible. 3. Decision tree on selecting the specific technologies where and how it can be implemented for policymakers, etc. How it can be picked up. 4. Work closely with the Communications Team in design process, including providing list of illustrations and graphics needed and provide feedback and approve accuracy of technical information presented.

Qualifications/special skills

Masters-level university degree in engineering, environmental management, technology, sciences, or economics, or a related area. - A minimum of 4 years of professional and/or scientific experience related to wastewater management is required and documented in the candidate’s profile is required. - A minimum of 2 years of experience in research or practical implementation or understanding of wastewater mitigation technologies in projects or in collaboration with governments and implementers deploying wastewater technologies as a mitigation solution is required. - Demonstrated experience with business models around wastewater, through direct project engagement and experience, is required. - Experience working in and conducting research in developing countries and an understanding of a range of country contexts is required. - Demonstrated experience in preparing reports on waste management by providing a reference to one report authored or co-authored in the last 3 years is required. - Demonstrated ability to produce clear, accessible and concise scientific and technical reports for policymakers is required. - Demonstrated experience in preparing and delivering presentations is required. - Experience in engaging with the private sector (manufacturers, developers, financiers, investors) is preferred.

Languages

- Fluency in English (written and oral) is required. Additional knowledge of other UN official languages is an asset.
