Introduction

Danish Refugee Council (DRC) is a Danish international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income-generating activities, and a wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislations. Smooth, reliable, and effective operational systems are preconditions for DRC to maintain its position as a trustworthy and reliable partner for our donors and an accountable organization towards our beneficiaries.

Background

Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015 and has experience working in 33 Local Government Areas (LGAs) across the BAY states and Northwest Nigeria (Sokoto and Zamfara). DRC provides life-saving assistance and protection to vulnerable, conflict-affected populations including IDPs, returnees, and host communities in the sectors of armed violence reduction, livelihoods, nutrition and food security, protection, shelter, and non-food items (NFI) and water, sanitation, and hygiene (WASH).

The operational context in northeastern Nigeria remains challenging, as the ongoing conflict impedes conflict-affected communities’ access to what limited basic services are available, as well as DRC and other humanitarians’ access to persons of concern.

Purpose

The Programme Manager will provide leadership in the design, delivery and quality of DRC programs/projects in the area and would be responsible for compliance to DRC policies and procedures. As DRC’s primary representative and line manager of all program staff in the area, the Program Manager is responsible for the coordination, management, development and representation of DRC programming in the area. S/he will oversee program implementation according to DRC strategies in the area and ensure that operations are implemented within DRC’s regulations, procedures, guidelines and strategy; enable a productive and accountable relationship with beneficiaries, communities’ leaders/representatives, relevant governmental authorities, donors, national and International NGOs and UN Agencies.

Duties and Responsibilities:

• Ensure the safety and security of passengers, cargo, and vehicles at all times.
• Drive in compliance with Nigerian traffic laws and DRC driving regulations.
• Adapt driving speed and route selection according to road, security, and weather conditions.
• Remind passengers to fasten seatbelts and enforce DRC safety standards during travel.
• Ensure continuous communication with base while on duty, following DRC communication protocols.
• Conduct daily and weekly checks on vehicles (fuel, oil, water, tires, batteries, brakes, lights, communication equipment).
• Carry out journey preparations, including verifying spare tire(s), first aid kit, recovery kit, and other required equipment.
• Ensure timely servicing and maintenance of vehicles as per manufacturer’s recommendations and inform supervisor of required repairs.
• Respond promptly to vehicle faults, breakdowns, or flat tires, using appropriate tools and procedures.
• Keep vehicles clean inside and outside, ensuring tidiness after each trip.
• Ensure all vehicles comply with Minimum Operating Security Standards (MOSS).
• Maintain accurate, legible, and up-to-date logbooks for all trips, mileage, fuel consumption, oil changes, and maintenance records.
• Ensure that all vehicle documents (registration, insurance, roadworthiness certificates) are valid and always kept in the vehicle.
• Carry personal driving license and ensure it is always valid.
• Report all accidents, incidents, or near-misses immediately to the Logistics Officer and complete incident reports within the required timeframe.
• Submit monthly vehicle logbooks, fuel receipts, and maintenance records to the logistics department.
• Load and offload goods, ensuring safe handling and secure transportation.
• Deliver and collect official documents, correspondence, and parcels as required.
• Provide support with office and guesthouse shopping and procurement errands when assigned.
• Ensure transported goods are properly documented with delivery notes, waybills, or other supporting documents.
• Verify the condition of delivered goods and return duly signed documentation to the logistics team.
• Operate vehicles only on official DRC business and upon authorization by the Logistics Officer or designated staff.
• Ensure passengers and cargo transported are duly authorized.
• Handle DRC property responsibly and report misuse or negligence.
• Strictly adhere to DRC’s Code of Conduct, Security Standard Operating Procedures, and organizational values.
• Respect confidentiality and integrity when dealing with sensitive information or documents.
• Perform additional duties as assigned by supervisor.

Experience and technical competencies:

• Minimun of OND or equivalent.
• Previous Experience in a Humanitarian NGO as a driver of owned or hired fleet
• Able to independently handle the vehicle with minimal breakdown.
• Able to read and write
• Able to fill the vehicle log book and checklist.

Ideally, you should also have:

• Flexibility with working hours.
• A certificate in Defensive driving from an established driving school/firm is an added advantage.
• Hold a certificate (e.g trade certificate) in automobile mechanics is an added advantage.

Salary and conditions will be in accordance with the DRC Casual Worker structure. This is contractually a national position for which local Nigerian terms and conditions apply.
