Role Profile Position title: Cash and Voucher Assistance Coordinator Sector: Economic Security Duty Station: Various - International Contractual arrangement: Fixed-term contract, based on operational needs Availability for international deployment of 2 – 6- months duration Australian Red Cross International Delegate Register The Red Cross and Red Crescent (RCRC) Movement is the largest humanitarian network in the world. It comprises of the International Committee of the Red Cross (ICRC), the International Federation of the Red Cross and Red Crescent (Federation) and 192 National Societies. The RCRC mandate is to protect and support populations experiencing conflicts, disasters and other vulnerabilities. ARC maintains an active register of highly screened and trained humanitarian workers (delegates) who are deployed to international events when local capacity is overwhelmed or where additional specialist resources are required. Typically, these deployments take place through fixed-term contracts, with the delegate seconded into the operations of the ICRC or Federation. Position Summary Candidates recruited to join the ARC delegate register as Cash & Voucher Assistance (CVA) Coordinators support humanitarian relief operations for individuals, households and/or community recipients. They are responsible for developing relief and recovery response strategies that include appropriate use of CVA that builds on existing National Society cash preparedness capacity, with a focus towards quality and accountability to beneficiaries. Further, the CVA Coordinator ensures effective coordination and harmonisation of CV response components with external CVA stakeholders including government, private sector and humanitarian community through informing, aligning and coordinating CVA components as necessary to avoid duplication and maximise the impact of the overall humanitarian response. Education and Professional Registration Requirements Bachelor's degree, diploma or similar qualification in Disaster Management, Project Management, IT/Computer Science or Finance. Other Essential Requirements Australian Citizen or Permanent Resident of Australia. Fluent spoken and written English (CEFR standard C1 or C2). Level B2 (CEFR standard) in a second language (Russian, French, Arabic, Spanish) strongly preferred. Extensive professional experience aligned with the technical and behavioural competencies (outlined below). Previous international humanitarian and/or development experience in low-income countries (non-government organisations, international organisations or charity). Strong Digital Literacy, including ability navigate digital devices (laptops, smartphones), analyse web-based information and work effectively with the Microsoft Office suite of applications. Ability to drive a manual car. Personal motivation to provide humanitarian assistance to individuals and communities impacted by disasters or armed conflict. Ability to adapt to and function effectively in challenging living conditions and potentially unstable security environments. Ability to work effectively while under pressure and within multicultural teams. Excellent organisational skills. Technical Competencies Assessment and analysis Differentiates between affected population general and/or specific needs and vulnerabilities which may arise when CVA is used. Diagnose when needs and/or vulnerabilities are being exacerbated by CVA interventions Analyses CVA relevant information collected during needs and vulnerability assessments. Analyses community centred information on behaviours and practices and selects relevant community engagement strategies. Program, Plan and Delivery Design Identifies target groups and determines transfer values with sector colleagues informed by assessment and analysis data. Identifies similarities and differences between existing social protection and CVA interventions in the operational context. Applies and adapts CVA specific tools at the appropriate phases of the project cycle or in a specific sector, and shares findings with key stakeholders. Implementation Adapts identification, authentication and registration tools (systems, forms, databases) for CVA interventions trains staff to use the tools. Adapts distribution, encashment and reconciliation tools for the context and trains staff to use these tools. Manages program accountability and selects the best practices for staff and recipient safety and security, which need to be addressed throughout the delivery and reconciliation process. Information management Coordinates and liaises among sectors in order to identify data and information priorities and gap. Collates, analyses and interprets data relevant to their role to understand the gaps and how to support the operations. Identifies and requests relevant and specific data and information products. Treats sensitive or confidential information appropriately. Integrity Act in accordance with Movement principles and values. Model ethical behaviour and uses the power of their position with integrity and accountability Refer reports of violations onwards using appropriate channels. Develop concise, consolidated reports that analyse progress, challenges and plan for follow-up action across the sectors.
