Project: Strengthening the Clean Cooking Unit at the Ministry of Energy and Mineral Development
Duty Station: Kampala, Uganda
Contract Duration: From 03 August 2026 to 30 November 2026
Number of Workdays Estimated (internal purpose only): 75 days
Consultant Level: 4
Total Fees: 30,000 USD
The project seeks to strengthen standards, certification readiness, enterprise support, and market development systems within Uganda’s clean cooking sector through targeted private sector assessments and market analysis. While Uganda’s clean cooking market continues to grow, many enterprises still face challenges related to technical capacity, product certification, quality assurance systems, market access, affordability constraints, and business sustainability. In parallel, different forms of subsidies and market support interventions continue to shape the clean cooking sector. However, there remains limited evidence on the effectiveness, risks, and long-term implications of these approaches within Uganda’s context, particularly regarding affordability, market sustainability, private sector growth, and equitable access to clean cooking solutions.
To address these gaps, the assignment will undertake a targeted capacity and market needs assessment of thirty selected clean cooking enterprises and conduct a market subsidy impact analysis to generate practical recommendations that will support future enterprise support interventions, strengthen certification readiness, and inform evidence-based market development strategies within Uganda’s clean cooking sector.
The overall objective of this assignment is to undertake a targeted capacity, and market needs assessment of thirty clean cooking enterprises in Uganda and conduct a market subsidy impact analysis to inform future sector support, certification readiness, and market development interventions within Uganda’s clean cooking sector.
To achieve this overall objective, the assignment will assess the operational, technical, and certification readiness gaps among selected clean cooking enterprises operating across different segments of the value chain. The assignment will further analyse common barriers affecting enterprise growth, standards compliance, product certification, market access, and business sustainability. In parallel, the consultancy will undertake a market subsidy impact analysis to examine how different subsidy approaches may influence affordability, market uptake, private sector participation, and long-term market sustainability within Uganda’s clean cooking sector.
The assignment is expected to generate practical and evidence-based recommendations that will support targeted enterprise capacity strengthening, inform future market support interventions, and contribute to strengthening Uganda’s clean cooking ecosystem under the mandate of the Clean Cooking Unit (CCU).
The Government of Uganda, through the Ministry of Energy and Mineral Development (MEMD), is implementing the second phase of the Uganda eCooking Scale-Up and Support Programme in partnership with the Modern Energy Cooking Services (MECS) programme, the Global Green Growth Institute (GGGI), and International Council for Local Environmental Initiatives (ICLEI) Africa. The programme is supported by the Foreign, Commonwealth and Development Office (FCDO) through the MECS programme managed by Loughborough University and aims to accelerate the transition to clean cooking solutions in Uganda through institutional strengthening, market development, policy support, standards and certification systems, investment mobilisation, and evidence-based sector coordination.
Under the programme, GGGI is supporting the operationalisation and strengthening of the Clean Cooking Unit (CCU) within MEMD to coordinate implementation of Uganda’s National Integrated Clean Cooking Strategy (NICCS) and related clean cooking interventions. The programme contributes to Uganda’s commitments under Vision 2040, the National Development Plan IV (NDP IV), the Energy Transition Plan (ETP), and the country’s Nationally Determined Contributions (NDCs).
As part of this support, the project seeks to strengthen standards, certification readiness, enterprise support, and market development systems within Uganda’s clean cooking sector through targeted private sector assessments and market analysis. While Uganda’s clean cooking market continues to grow, many enterprises still face challenges related to technical capacity, product certification, quality assurance systems, market access, affordability constraints, and business sustainability.
