Call for experts - Decentralised Budget Expert

Under the Ukraine Audit Board Secretariat (ABS) project, we are seeking to build a pool of available and qualified experts with professional experience focused on decentralized (municipal and council level) budgetary oversight. The expert(s) selected will be called on from the pool to contribute to analytical report(s) and analysis on this subject area. It is important that experts are willing to carry out short-term mission to Ukraine and the selected hromadas.

The indicative expert profile for this role will be as follows:

Qualifications and skills

• Master’s degree in management and control systems, economics, public administration, public finance management, accountancy, auditing or similar relevant subject;
• Fluency in written and oral English;

• Knowledge of Ukrainian and/or Russian will be considered an advantage
• Proven experience in drafting, editing and quality control of complex reports, including executive summaries and actionable recommendations.

General professional experience

• Minimum 10 years of professional experience in the area of decentralized budget management and oversight including implementing financial controls, tracking subnational expenditures and auditing local accounts;
• Solid understanding of comprehensive audit, control and risk management frameworks, relevant international practice;

• Extensive experience working within public sector reform or advisory roles, with a focus on enhancing institutional transparency and accountability

Specific professional experience

• Minimum 7 years of professional experiences in the PFM fields of Governance, Oversight, Management & Control, Monitoring and internal control;
• International based knowledge and expertise in the broad realm of public finance governance and processes (from budget to auditing);
• Prior experience in Ukraine is considered an advantage.
