BACKGROUND & PURPOSE OF THE ASSIGNMENT
The World Food Programme (WFP) relies on robust, secure, and efficient IT/TC systems to support programme delivery and enable business operations in a complex and evolving environment. As business needs continue to grow and diversify, there is an increasing requirement to strengthen the alignment between IT solutions and operational priorities at the WFP Egypt Country Office level.
The purpose of this assignment is to provide strategic leadership and oversight of the WFP Egypt Country Office IT function, ensuring the effective delivery, management, and continuous improvement of IT services, systems, and infrastructure. The incumbent will play a key role in bridging business needs with technology solutions, enhancing service delivery, and ensuring compliance with WFP corporate standards, policies, and architecture. This includes supporting programme-critical systems and data domains, including Cash-Based Transfers (CBT), ensuring that solutions are reliable, secure, and aligned with operational and accountability requirements.
The incumbent is expected to effectively engage with external stakeholders mainly government and organizations partnering with WFP in delivery of planned outcomes as per Country Strategic Plan (CSP) and strengthen the use of digital solutions in support of programme and operational objectives.
Under this assignment, the incumbent will lead the planning, implementation, and optimization of IT solutions, while strengthening business relationship management, business analysis, and IT project management practices. The role will also ensure that IT infrastructure and services are reliable, secure, and responsive to changing operational requirements, thereby enabling WFP to deliver on its objectives effectively and efficiently.
Reporting directly to the Country Director, the incumbent also serves as Head of the Country Office TEC Unit and leads the Country Office's digital transformation agenda, technology governance, and strategic technology investments, ensuring alignment with business priorities, corporate standards, and the evolving needs of the Country Office.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Support the development of functional work plans, ensuring compliance with wider WFP policies, standards and strategies.
- Continuously improve guidelines, processes and procedures of Business Relationship Management, Business Analysis and IT Project Management functions.
- Build and nurture relationships with the business counterparts to understand and anticipate the direction of the business and ensure alignment of provider’s solutions with changing business requirements and priorities.
- Participate in identifying business needs and propose well-researched ideas for new or improved systems, tools and processes that assist meeting WFP objectives.
- Manage business expectations in servicing business needs and oversee success of solutions, seeking ongoing opportunities to support or increase the business value from those solutions.
- Propose change and continuous operational improvement that supports business capabilities, by defining needs, modeling the business and recommending solutions that deliver value for business priorities.
- Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation.
- Test and perform in-depth analysis of IT solutions to ensure they address business objectives, needs, requirements and process flows efficiently and effectively.
- Manage estimates, business cases, planning, and risk identification to ensure the delivery of IT solutions into the business to agreed time, budget, scope and quality.
- Manage a team of staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
OTHER SPECIFIC JOB REQUIREMENTS :
- Provide strategic leadership of the Technology function (TEC) at Country Office level, ensuring alignment of digital, data, and technology investments with WFP programme and corporate priorities. The incumbent will lead the Country Office IT function, providing overall strategic direction and operational oversight of the unit.
- Serve as the principal advisor to senior management on digital transformation, leveraging technology to improve programme delivery, beneficiary experience, and operational efficiency. In addition, act as TEC representative which is accountable for the management and provision of IT operations services and corporate solutions provision across the Country Office, ensuring reliability, security, and alignment with corporate standards; And
- Lead the design and execution of the Country Office Digital Transformation roadmap, including systems modernization, process digitization, and data-driven decision making, in collaboration with TEC and relevant business functions.
- Establish and enforce IT governance, risk management, and compliance frameworks, ensuring adherence to WFP policies, cybersecurity standards, data protection, and audit requirements; and Oversee end-to-end IT service delivery and operations, including infrastructure, applications, and user support, ensuring high availability, performance, and business continuity.
- Support and oversee IT solutions related to programme-critical systems and data, including Cash-Based Transfers (CBT) and In-Kind, ensuring data integrity, security, and alignment with business requirements.
- Strengthen engagement with government entities, partners, and regulators, positioning WFP as a trusted digital partner and ensuring alignment with national digital strategies. Participate in the development of plans, budgets and policies, and lead the deployment of IT/TC systems aligned with business needs, in accordance with WFP corporate standards.
- Lead the maintenance management of IT/TC systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and enabling users to get maximum benefits from them.
- Lead and motivate the TEC team, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance, fostering a service-oriented, high-performing environment.
QUALIFICATIONS & EXPERIENCE
Education:
Advanced university degree in Computer Science, Information Technology, Information Systems, Engineering, Innovation and Technology Management, or another relevant field; or a First University degree with additional years of relevant professional experience and/or training.
Experience
- Minimum eight (8) years of progressively responsible professional experience in information technology, digital transformation, business systems, or a related field.
- Experience effectively managing IT projects and supervising teams.
- Experience analyzing and translating user requirements into new business processes, systems, and applications.
- Experience overseeing IT operations and infrastructure, ensuring service reliability and alignment with organizational needs.
- Experience leading teams and providing strategic direction, coaching, and performance management.
- Experience contributing to the development of business cases, prioritization of initiatives, and delivery of solutions within agreed time, cost, and quality parameters.
- Experience leading complex IT programmes, projects, and portfolios, including business case development, prioritization, and benefits realization.
- Experience engaging senior internal and external stakeholders, including government entities, partners, and donors, and translating technology investments into business value.
- Experience defining and executing digital transformation strategies, aligning technology investments with business and programme priorities
Knowledge & Skills:
- Strong knowledge of IT/TC governance, enterprise technology management, cybersecurity, infrastructure, networks, and business continuity practices.
- Demonstrated ability to align technology solutions with business and programme priorities through business analysis, stakeholder engagement, and strategic planning.
- Proven ability to engage in digital transformation initiatives and managing complex technology projects in a multi-stakeholder environment.
- Proven ability to engage with senior leadership, government counterparts, and external partners to drive technology-enabled solutions.
- Strong analytical, problem-solving, communication, and team leadership skills, with the ability to manage competing priorities and deliver results in a dynamic operational environment.
- Strong understanding of business analysis, requirements management, and business relationship management practices.
- Knowledge of programme-critical systems, data governance, and digital solutions supporting humanitarian and development operations is desirable.
Languages:
Fluency (Level C) in English and Arabic languages, both written and spoken.
