ROLE PURPOSE:
This position is established to strengthen the REALM Unit's capacity to systematically manage, analyze, and visualize program data in an evidence-based manner. The staff serves as the technical backbone for developing MEAL information systems, spanning from data infrastructure design to the delivery of actionable insights that support decision-making at both project and national levels.
The staff will ensure that all program data is collected, managed, and optimally utilized through web-based platforms and SharePoint, while advancing the adoption of technology—including artificial intelligence (AI)—to enhance the effectiveness of the REALM Unit's work. Encompassing Business Intelligence (BI) development, data management, systems analysis, and capacity strengthening, this position serves as a cornerstone of the organization's data ecosystem in support of program learning and accountability.
KEY AREAS OF ACCOUNTABILITY:
I. Data Management and Architecture
- Ensure all project activity data is collected, recorded, and regularly updated through REALM tools as the basis for KPI analysis, with standardized protocols for entry, validation, and quality control
- Manage data flows from project to national level, including cross-program quantitative aggregation, and maintain structured data storage on SharePoint and web platforms accessible to relevant stakeholders
- Design and implement data models, data cubes, and queries to support effective analysis, multidimensional reporting, and strategic indicator tracking
- Conduct business requirements analysis and support PMIS development and maintenance as a core team member, ensuring data architecture aligns with operational MEAL needs
II. Business Intelligence (BI) Development
- Design, develop, and maintain BI dashboards integrating data from multiple sources to support KPI monitoring and program reporting, applying strong UX principles to ensure usability for non-technical users across staff, partners, and national stakeholders
- Build tracking systems and develop templates/trackers (Excel, web, SharePoint) that enable periodic and comparative measurement of program indicators, including CSP Strategic Goals and maturity model implementation
- Collaborate with Technical Advisors to develop digital measurement models at program and national levels, ensuring visualizations accurately reflect KPI achievement in an actionable manner
- Develop automated data pipelines integrating diverse program data sources into a unified BI ecosystem, and explore AI-based solutions to accelerate analysis and interpretation
- Ensure ongoing reliability and performance of BI systems through regular updates, iterations, and maintenance based on program needs and user feedback
III. Data Analysis & Strategic Utilization
- Conduct routine monitoring data analysis to assess program progress against KPI targets, identify data gaps and anomalies, and aggregate quantitative data across projects to produce national-level program overviews
- Develop analytical reports presenting findings, trends, and data-driven recommendations for program teams, management, and donor reporting, supporting evidence-based narrative writing across internal and external audiences
- Support full-cycle MEAL systems analysis — encompassing monitoring, evaluation, accountability, and learning — at both project and national levels, collaborating with the MEAL team and Technical Advisors for program evaluation needs
- Develop replicable analytical methodologies adaptable across program contexts, and serve as an ad hoc contributor to Knowledge Management initiatives linking data analysis to program learning and national policy development
IV. REALM Systems, PMIS & Innovation
- Ensure all REALM tools and systems function optimally and are used consistently across teams and partners, with regular updates, data currency checks, and promotion of best practices at all program levels
- Develop and maintain web-based and SharePoint REALM tools supporting program MEAL cycles, proactively identifying functionality gaps and recommending improvements
- Serve as a core team member in PMIS development — conducting systems and requirements analysis, data modeling, and database development — while collaborating with vendors, IT teams, and program stakeholders throughout implementation
- Develop technical documentation, user guides, and SOPs for PMIS, and establish monitoring mechanisms to ensure optimal and sustainable system utilization at program and national levels
- Identify and implement AI tools and solutions to improve REALM Unit efficiency across data analysis, knowledge management, and reporting, while fostering a technology-driven innovation culture and providing strategic recommendations to management on emerging developments
V. Knowledge Management & Learning
- Actively contribute to the ad hoc Knowledge Management team, supporting the archiving, codification, and dissemination of program knowledge through SharePoint or equivalent digital platforms
- Ensure findings from monitoring, evaluation, and data analysis are systematically documented as organizational knowledge assets and translated into accessible, data-driven learning mechanisms for program teams
- Develop periodic learning reports and provide data and analysis to support program management reflection sessions, After Action Reviews (AAR), and adaptive learning processes at various levels
- Collaborate with the MEAL team to integrate learning findings and recommendations into subsequent program planning cycles, fostering a culture of evidence-based continuous improvement
VI. Capacity Building & Technical Assistance
- Design and facilitate training programs for REALM staff, program teams, and partners on BI dashboards, trackers, and data systems, developing accessible training materials and user guides suited to varying levels of technical ability
- Conduct regular partner capacity assessments, provide remote and in-person technical assistance, and develop structured follow-up action plans to ensure optimal and consistent system utilization across all program levels
- Maintain a repository of capacity building materials, document training processes, and measure effectiveness through standardized indicators to support independent and continuous staff and partner learning
- Serve as the internal technical resource across program units, collaborating with Technical Advisors on digital measurement modules and reporting systems, providing ad hoc support on data analysis and tool development, and engaging with BI and MEAL practitioner networks to keep approaches current and relevant
VII. Other Support as agreed with line manager.
- The post holder may be required to lend support to activities beyond the scope of this job description. This will be discussed and mutually agreed with the line manager
QUALIFICATIONS
- Bachelor's degree in Statistics, Information Systems, Computer Science, or a related field; Master's degree is preferable
- Minimum 4 years of working experience in NGO, government, or private sector with significant experience in data management, monitoring & evaluation, and program reporting
- Proven experience in BI dashboard development using Power BI, Tableau, or equivalent tools, including data modeling, DAX, and data visualization best practices
- Proficient in database management and data modeling (SQL, data cube), web-based application development, and SharePoint platform administration
- Mastery of data analysis tools including MS Excel, R, SPSS, NVivo, GIS software, and other relevant applications for quantitative and qualitative data analysis
- Strong understanding of MEAL systems, program cycles, and monitoring & evaluation methodologies, including sampling, data collection design, and statistical analysis
- Experience building organizational capacity in data systems and M&E, including designing and facilitating training for staff and partners at varying technical levels
- Ability to design system and application requirements based on user output needs, and to manage multiple tasks and priorities simultaneously
- Good written, verbal, and presentation communication skills in both English and Bahasa Indonesia
