The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors.
UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations.
This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.
How can you make a difference?
The Social and Behaviour Change Specialist reports to the Ebola RCCE Coordinator based in Bunia and leads the design and implementation of RCCE strategies for the Ebola response in affected areas. Through communication, community engagement, and the meaningful participation of stakeholders, communities, children, civil society partners, and government counterparts, the incumbent promotes measurable social and behavioural change. This work strengthens UNICEF’s ability to influence behaviours, attitudes, beliefs, norms, policies, and practices, and contributes directly to the realization of children’s rights to survival, development, protection, and participation.

Minimum requirements:
- Education: An advanced university degree is required in economics, public policy, social sciences, public health, international relations, political science, or another relevant technical field.
- Work Experience: A minimum of five years of professional experience is required in one or more of the following areas: social development programme planning, social and behaviour change, communication for development, public advocacy, or another related field.
- Skills: Stakeholder Coordination, Government Engagement, UN Coordination, Partnership Management, Results Delivery, Hard-to-Reach Area Operations. Experience working with and/or through counterparts, including government and decentralized authorities, UN agencies, cluster and coordination mechanisms, and implementing partners, to deliver measurable results in insecure or hard-to-reach areas .
