The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors.
UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.
How can you make a difference?
Under the supervision of the Operations Specialist, the Administration and Finance Officer will provide administrative and financial management support to UNICEF’s Ebola response in the assigned duty station. The incumbent will ensure efficient, timely, and compliant delivery of key operational support services required to sustain emergency response activities throughout the duration of the temporary appointment.
Major duties and responsibilities:
- Ensure the consistent application of UNICEF administrative and financial policies, procedures, and internal controls including Simplified Emergency Procedures during corporate activation periods, in support of Ebola response operations in Bunia, Butembo, and other affected field locations.
- Coordinate essential office and field support services, including travel, transport, assets, local procurement, vendor follow-up, office supplies, and basic operational arrangements required for rapid Ebola response deployment.
- Support the management of office equipment, administrative supplies, vehicles, and premises required for emergency operations, including inventory updates, maintenance follow-up, and appropriate use of assets in line with UNICEF procedures.
- Support the preparation, monitoring, and follow-up of service contracts and vendor arrangements related to emergency operations, ensuring timely payments and compliance with UNICEF regulations.
- Monitor administrative and operational budgets, track expenditures, and support timely financial processing to ensure uninterrupted implementation of Ebola response activities during the temporary assignment.
- Work closely with programme, operations, security, and implementing partners to facilitate responsive field-level coordination and administrative support during the Ebola response period.

- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Previous experience supporting outbreak response, public health emergencies, or humanitarian operations is highly desirable.
- Experience working with GSSC-related finance processes or UNICEF financial procedures is considered an asset.
- Experience gained in a humanitarian, emergency, or public-health-emergency setting.
- Experience supporting an active outbreak or emergency response (e.g., Ebola, cholera, measles, mpox, displacement, or a declared L2/L3 emergency), preferably in the Democratic Republic of the Congo or comparable fragile, conflict-affected, and resource-constrained environments.
- Experience working with and/or through counterparts (Government and decentralized authorities, UN agencies, cluster, and coordination mechanisms, implementing partners) to deliver measurable results in insecure or hard-to-reach areas.
- Experience in emergency duty stations or outbreak response settings is a strong asset.
