Org. Setting and Reporting
This position is located in the Enterprise Resource Planning Management Section (ERPMS), Programme Support and Management Services (PSMS), Regional Hub for Asia Pacific (RHAP), Office of the United Nations High Commissioner for Human Rights (OHCHR), in Bangkok. The Associate Management and Programme Analyst will report to the Regional Director or designate in Bangkok under the substantive oversight of the Chief ERPMS or designate in Geneva.
Responsibilities
Within delegated authority, the Associate Management and Programme Analyst will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects, including support to the deployment, stabilization and full utilization of Umoja ERP in field offices, in line with the Delegation of Authority framework; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Provides support to the development and implementation of communication strategies and plans to support field offices with Umoja ERP and the Delegation of Authority initiative, including analytical tools for monitoring performance and compliance such as dashboards, reports, and Umoja-enabled business intelligence outputs. • Supports the development of communication performance metrics and applies insights from analytics, including Umoja and other enterprise data sources, to refine communication strategies and improve effectiveness. • Assists in the conduct of quality assurance reviews of administrative services, including review of Umoja roles, workflows and related process controls, and drafts related reports. • Assists in providing strategic analysis reflecting programme performance. • Assists with consulting assignments, in collaboration with the client, by supporting process mapping, planning and facilitating workshops and other interactive engagements, and assisting in developing action plans the client will use to manage change. • Researches, analyzes and presents information gathered from diverse sources. • Proposes innovative ways of presenting information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Assists with survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Assists in the preparation of various written outputs, including draft background papers, analysis, sections of reports and studies, and inputs to publications. • Provides substantive support to consultative and other meetings and conferences, including proposing agenda topics, identifying participants, and preparing documents and presentations. • Assists in outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities. • Participates in missions, including provision of guidance to external consultants and other parties, and drafting mission summaries, as applicable. • Coordinates assigned activities related to budget and funding, including programme/project preparation and submissions, progress reports, financial statements, and related documents/reports. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, or a related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two (2) years of progressively responsible experience in project or programme management, communications, administration, business process management, Enterprise Resource Planning (ERP), or related area is required. No experience is needed for candidates who have passed the United Nations Young Professionals Programme Examination (YPP) or the G to P Examination (G to P). Experience supporting the implementation, rollout, or utilization of SAP-based Enterprise Resource Planning (ERP) systems is required. Experience in planning and delivering ERP-related training sessions, workshops, or user briefings for diverse audiences in both in-person and virtual settings is desirable. Experience in identifying, monitoring, and resolving operational or programme-related issues, and in providing practical advice, business process solutions, and best practices to clients and stakeholders is desirable. Experience utilizing data analytics and reporting tools, such as Umoja Analytics, Power BI, or similar platforms, to analyze data, monitor performance, and prepare management reports is desirable. Experience supporting ERP governance activities, including user access management, role administration, business process improvement, or internal control and compliance activities, is desirable.
