OBJECTIVES OF THE PROGRAMME The WHO country office works with the National Authorities toachieve the highest standard of health as a fundamental human right, based onequity and on SDGs principle of leaving no one behind. WHO actions areengrained in the WHO 13th General Programme of Work with its 3 prong objectivesof promoting healthier populations, keeping the world safe through addressinghealth emergencies, and protecting the vulnerable through Universal HealthCoverage. WHO's mandate revolves around six core functions: (i) providingGlobal Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessinghealth trends. The WHO Country Office is an integral part of the WHO RegionalOffice for Europe. Its main role is to facilitate and coordinate all WHOactivities at country level and to implement the European Programme of Work2020-2025 -“United Action for Better Health in Europe” which sets out a visionof how the WHO Regional Office for Europe can better support countries inmeeting citizens' expectations about health. WHO at country level delivers this through practical, actionable,and country focused solutions to health challenges, keeping in perspective thatachieving health and well-being is a whole-of-society endeavour; This is donethrough facilitating the implementation of the Biennial Collaborative Agreementwith the country and its corresponding workplan. The WHO Country Officemaintains good working relations and ensures information exchange between thecountry and WHO, policy and strategic guidance on Health issues to all nationaland international partners in the country, provision of direct technicalexpertise when needed and aims at more community engagement and participation,and to promote health equity.
DESCRIPTION OF DUTIES
Under the supervision of an operationsprofessional or higher-level support staff, the incumbent will support thedelivery of services and transactions, in the relevant office, in one or moreof WHO's specialized operational areas and subdisciplines, such as finance,human resources, procurement, logistics, and/or information technologymanagement. Key duties: The incumbent will perform all or part of thefollowing, and other related responsibilities as required by the needs of theoffice. • Support the delivery of services and transactionsin one or more of the specialized, operational areas and subdisciplines (suchas human resources management, procurement, and/or information technologymanagement). • Share information with clients, staff andpartners on the procedures, rules, and regulations for the respective servicelines. • Maintain consistency in approach and adherence tothe respective procedures, rules, and regulations in the delivery of servicesand transactions. • Support the delivery of the relevant standardprocesses, transactions, services and work products to be aligned with businessplans and in adherence to rules, regulations, and procedures. • Escalate to the supervisor areas in whichprocesses and procedures can be improved to deliver optimal client service,efficiency and effectiveness. • Support training in relevant areas of businessoperations support for clients and staff. Financial support services • Perform a range of finance-support services undertechnical guidance, including imprest accounts and payments, budgetadministration, financial monitoring, income and awards administration. Human Resources support service • Support the administration of the human resourcesplan and human resources support services including the followingsub-disciplines: contract management; staff recruitment, selection, onboardingand briefing of new staff. Procurement support services • Procure goods/ services including support topurchase requisitions, administering tender/ bidding process and supportingsupplier management. Information technology support services • Provide elements of information technologysupport services to support the day-to-day operation of the collaboration andnetwork infrastructure, as well as common applications (such as shareddirectory) and the implementation, administration and maintenance of selectassociated hardware and software. Other operational service areas • Provide support for logistics and transportationadministration, including the warehouses, management of the office vehicles,supervision of drivers, and all related activities. • Administer the inventory of supplies andorganizational assets • Travel administration, processing requests, visaissuances, flight and hotel bookings and follow up on travel related issues.
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary educationTraining and certification in one or more UNoperational service areas or systems

Essential: A minimum of three years of work experiencerelevant to the position (administering support services and transactions inthe operational support area, including finance, and/or human resources, and/orprocurement, and information technology management support).
Desirable: Experience in administrative support positionswithin WHO or another United Nations agency. Experience in Oracle-based systems or anotherenterprise resource planning system
Skills
• Knowledge of WHO'ssupport procedures, and practices in one or more of the following specializedoperations' support disciplines: financial, human resources, procurement and/orinformation technology support services. • Strong interpersonalskills • Flexibility to adapt tocompeting priorities and work in a fast-paced environment. REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at EUR 18,854 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
