Background
This position is located in the Operations Team of the Systematic Observations Financing Facility Secretariat. The Assistant Programme Officer will report to the SOFF Head of Operations (Programme Management Officer) and work closely with the SOFF Operations team.
Duties and Responsibilities
The Assistant Programme Officer contributes to the coordination of a designated project portfolio of SOFF-supported countries. Guided by the Head of Operations (Programme Management Officer), the incumbent will provide direct support to SOFF operational partners in the designated countries. More specifically:
1) Support coordination, communication and engagement with Implementing Entities, SOFF Peer Advisors, National Meteorological Services and the WMO Technical Authority for the designated portfolio.
2) Support the review and quality assurance of the portfolio;
3) Track progress of the Readiness outputs and the preparation of SOFF Investment Funding Requests;
4) Maintain and continuously update the SOFF operations database and monitor implementation progress;
5) Support development of SOFF Operational Frameworks and documents related to provide operational guidance to SOFF Operational Partners.
6) Contribute to the preparation of Steering Committee documents and presentations related to SOFF Operations, including documentation intended to position SOFF in the UNFCCC and at high-level forums and support Resource Mobilization.
Coordinate and support the organization of SOFF operational events and meetings, including Regional Workshops and other engagements.
8) Assist in the preparation of operational analytics, including presentations providing data analysis and visualizations; and support the consultations with SOFF partners to capture lessons learned.
9) Carry out other duties, as required.
Required Skills and Experience
Education:
Master's degree or equivalent in Environmental Science, Environmental Affairs, Geography, International Relations, International Development Studies, Business Administration, or a closely related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
At least 1 year progressively responsible experience related to climate change, climate finance, environmental science showing detailed understanding and excellent capacity to conduct research and analysis on scientific, economic, social, and political dimensions of climate change. Knowledge of data collection systems and proficient in Microsoft Excel.

Languages:
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Salary and Allowances
The position is funded from extra-budgetary funding.
Annual net base salary on initial appointment is: US$ 43,834
Annual post adjustment on initial salary is: US$ 38,048 (in addition to the net base salary)

Probation
