Job Purpose
Reporting to the Finance Manager, the Finance Assistant will:
- Ensure that the IFRC’s Maximum Financial Requirements are follow up.
- Assist and support the Finance Manager in the financial management of the Ukraine Delegation activities and operations.
Under the supervision of the Finance Manager, the incumbent is responsible for providing high level support to the Ukraine Delegation Office on financial management issues to ensure efficient and effective running of day-to-day operations. He/she will assist in the implementation of Finance policies, procedures and
systems and ensure compliance with IFRC procedures and guidelines.
Job Duties and Responsibilities
- Processing, registration and verification of suppliers’ invoices, supporting documents, and payments in coordination with Finance team members, cooperation with other units to address discrepancies;
- Monitoring payment advances to suppliers and open/uninvoiced purchase orders status;
- Support with IFRC & URCS audit processes;
- Support with projects’ expenses verification processes;
- PNS’s per diem processing, registration and verification of supporting documentation;
- Conducting meetings with PNS staff on per diem request procedure;
- Registration of project invoice proposals for PNSs;
- Support with creating internal IFRC procedures policies;
- Performing VAT & nominal account reconciliation;
- Communication with Europe Regional Office in Budapest regarding registering new bank accounts for vendors;
- Creating credit notes for correction of transactions in ERP;
- Entering journals of transactions in the General Ledger in ERP system;
- Support with the month-end closure of the financial books in close collaboration with senior finance management, finalize timely submission of the monthly finance documents to the Regional Finance Unit in the required electronic filing format (IFRC Shared Folder);
- Maintain an online register of transactions and other documents submitted to Finance Department for processing;
- Management of Finance Folders and documents;
- Support with Assets and Inventory Management;
- Provide technical assistance across finance operations;
- Performing other duties assigned by Finance Manager.

Education
Required
- University degree in Finance/ Accounting / Banking, and related fields.
- Relevant qualification in Accounting, Finance, Banking, Economics or Business Administration.
- Knowledge of Excel, Accounting software and Finance Administration experience
Experience
Required
- Minimum of 3 years’ experience in financial management/financial support/administrative support functions
- Knowledge of Finance and Accounting processes
- Computer literacy with significant knowledge/experience in MS Excel
- Experience in writing narrative and financial reports, strong numerical skills
Preferred
- Experience in ERP functional platforms
- Work experience with an International Organization, international non-governmental organization, NGO and/or government development agency
