TERMS OF REFERENCE

The assessment will adopt a forward-looking and learning-oriented approach focusing on key analytical dimensions relevant to the implementation of the programme. These will include:

• Relevance and strategic alignment with national priorities, disability frameworks, and international commitments;

•Programme implementation progress, coordination, and emerging results;

•Institutional strengthening, stakeholder engagement, and sustainability considerations;

•Integration of human rights, and disability inclusion dimensions;

Minimum requirements:

• Education: Advanced university degree (Master`s) in evaluation, social sciences, or other relevant fields.
• Work Experience: More than 7 years of experience in programme assessments and evaluations, preferably with a proven track record of completing high-quality evaluations focused on persons and children with disabilities.
• Prior experience in leading evaluability assessments is highly desirable.
• Demonstrated ability to effectively use quantitative and qualitative research and evaluation methods, incorporating equity, human rights, and gender-based approaches.
• Skills:
• Excellent oral and written communication skills in English.
• Strong skills in facilitating participatory processes.
• Understanding and application of United Nations evaluation quality norms and standards will be added advantage.
• Language Requirements:
• English Language
• One or more local languages
• Desirables:
• Ability to work effectively with diverse stakeholders, including government agencies, non-governmental organizations, and community groups.
• Strong analytical and critical thinking skills, with the ability to synthesize complex information and present clear, actionable recommendations.
• Familiarity with the Convention on the Rights of Persons with Disabilities (CRPD) and Sustainable Development Goals (SDGs), especially as they pertain to the rights of persons with disabilities.
• Proficiency in using software for data analysis
