Key Responsibilities:
MAJOR RESPONSIBILITIES
Advocacy, Campaigns Plan and Strategic Leadership
- Develop a WVB national advocacy, campaigns and external engagement plan, including gender integration and policy agenda for WV Burundi focusing on the following key priorities: Enough Campaign to end violence against children, WV’s contribution’s towards Sustainable Development Goals, Humanitarian Advocacy, Social Accountability
- Develop a strategic plan of action to enhance the collaboration and partnerships at the national level with the National Association of churches and ensure same at the field operations level.
- Provide leadership for the development of National Advocacy Strategy and build capacity of Technical Programme leads and Department heads for the integration of advocacy and campaigns in all Technical programmes and ensure tracking of advocacy strategic interventions are aligned to Horizon reporting.
- Provide oversight to major WVB policy and advocacy initiatives and ensure compliance with WVI advocacy and campaigns standards, protocols and policy.
- Engage and support in national strategy development, execution and measurement processes including the CVA database of WV Burundi.
- Coach, develop and manage a strong Policy and Advocacy Team, fostering a culture of learning, innovation and collaboration as well as, high performance, accountability and mutual support.
- Promote WVB as a leader in CWB and child protection, by identifying key opportunities for strategic research, partnering with credible research institutions to maximize the National Office CWB impact as a relevant feed in to the regional and global voice on Child Well Being (CWB) and child rights issues.
- Lead the development and implementation of the National Office integrated operational plan for Advocacy function that is aligned with WVB Annual Business Plan and East Africa strategies.
- Lead the process of continuous learning related to advocacy and integration of advocacy with other lines of ministries and sectors and themes.
- Encourage mutual learning between Technical Programmes and advocacy Teams within WVB Operations and other National Offices Advocacy Teams in the East Africa regional operations for promotion of peer to peer learning.
- Lead scaling up of field evidence to influence national and regional policy discussions
Advocacy Co-ordination/Integration-Internal
- Ensure that advocacy is implemented effectively as a ministry area and is embedded across other ministry areas including Integrated Programs, Ministry Quality and Humanitarian & Emergency Affairs (HEA).
- Provide policy direction to World Vision Burundi on the advocacy priorities/focus themes
- Co-ordinate advocacy initiatives on strategic issues that affect Burundi such as the ITAW Campaigns, Gender, CVA, Child Protection and humanitarian responses etc
- Acts as focal point for liaising with Cluster Programme Operations to ensure coherence in advocacy content, delivery and dissemination.
- Lead the review of programme or grant designs from an advocacy perspective and ensure integration.
- Lead the linkage of local programming and advocacy to policy influence.
- Lead in facilitating the design of advocacy accountability frameworks in the Regional Operations or clusters to ensuring that key leaders are contributing to advocacy outcomes at local-national levels.
External Engagement
- Provide support to the National Director, Senior Leadership Team (SLT) and Management Team in directly engaging national policymakers, the UN and Civil Society Organizations and government on critical issues.
- Lead and Coordinate strategic partnerships and engagement with National and regional institutions relevant organization to enhance collective response to child well-being.
- Strengthen partnership and collaboration with faith-based organizations at National and Regional Level to influence and monitor policy implementation to enhance child well-being.
- Support capacity development of leadership and management to engage and influence policymakers at the national and field operations level
- Build relations and strategic alliances with the specialized agencies and CSOs.
- Promote establishment of functioning national networks in the area of advocacy & campaigning in Burundi.
- Represent WVB in international events related to global, regional and national campaigns themes
- Engage and support in national strategy development, execution and measurement processes including the CVA database of WV Burundi.
- Lead scaling up of field evidence to influence national and regional policy discussions.
- Lead the process of continuous learning related to advocacy and integration of advocacy with other lines of ministries and sectors and themes.
Resources mobilisation, coordination and integration in thematic learning centres, linkages and networking
- Exploration of potential funding sources for advocacy work including social Accountability (CVA), campaigns and policy influencing agenda to support WVB resource mobilization from within and beyond World Vision.
- In close collaboration with other thematic technical leads and other jointly contribute to definition of thematic strategic objectives, deliverables, outcomes, KPI
- Establish linkages and networks with relevant WV Communities of Expertise and experts, leading academic and research institutions, governments and other agencies
- Establish effective lines of communication, coordination & networks with other organizations working in the area of Child Rights and Child Protection
- Actively contribute national perspectives and experiences to global cop for Child Rights and CWB.
Campaigns Management & Key Advocacy Moments
- Provide empowering and influential leadership to ITAW Campaign and in the following manner:
- Review and provide valuable feedback on ITAW Campaign, performance objectives, work plans and key reports
- Provide hands -on support in key advocacy moments, programmatic campaign and capacity development processes and internal/external relationship development at various levels.
- Support integration of National Office Campaigns across all Technical programs and secure the support of all Directors to budget and fund campaign activities for their respective departments.
- Coordinate documentation of best practices and evidence related to WV Burundi’s advocacy work and campaign.
- Ensure that children’s voices are represented through local level advocacy efforts and local-national-regional-global linkages.
- Collaboration with the Communication Unit to deliver on the Influence, Impact and Income agenda to drive campaign events that influences identified opportunities.
- Support the leadership team’s participation in external engagement fora.
- Ensure ongoing monitoring and reporting for campaigns through the CVA database and quarterly reports from projects and programmes.
Knowledge management
- Provide technical support to assessment of competencies of advocacy staff at all levels and support the development of appropriate learning plans and professional development opportunities
- Lead knowledge management for advocacy and external engagement by developing a process for capturing, sharing, and learning from programme progress.
- Promote the development of innovations in advocacy and external engagement on learnings and evidence of good practice and informed by the unique challenges and needs of the context.
Policy
- Working with government, the UN, peer NGOs, influence change of laws and policies for the wellbeing of children
- Development of World Vision policy positions and briefings on ending violence against children.
- Constantly monitor and analyze external policy environment and resources to inform and develop World Vision policy positions.
- Periodically seek and review available evidence from World Vision key programmatic work to ensure that it is underpinning policy positions.
- Liaise with Local to Global team to ensure that global WV Burundi policy positions leverage national office priorities.
- Develop World Vision public policy positions and reports on ending VAC.
- Support realization of the It takes a world global campaign policy agenda.
QUALIFICATIONS AND REQUIRED EXPERIENCE
- Master’s degree in public policy, law, Social Science, Governance, Development Studies, or relevant discipline.
- 10 years’ experience in the area of programming, advocacy, external engagement and networking of which 5 must be at leadership level with experience of working in child protection, PSEA, GBV, or safeguarding areas : including child protection program design, implementation and monitoring; staff training and coaching and partners strategic engagement.
- Experience of managing micro-macro linkages in working with community groups, networks and government agencies on Rights Regional Operations processes.
- Experience of managing empowering partnerships and other relationships.
- Experience of developing proposals and coordinating ideas for managing donor relationships.
- Sound knowledge in global political debates and their impacts on issues regarding water, sanitation and hygiene.
- Experienced in managing research projects and documentation
- Sound knowledge of sectors-WASH, Health/Nutrition, Education, HEA, Children/Women and their policies in Burundi.
- Strong understanding of child protection systems, child protection programs, child protection in HEA, gender and advocacy.
- Solid understanding of UNHCR and other relevant international and regional human rights standards protecting the rights of children.
- Ability to train and mentor others in advocacy, child protection and gender knowledge, skills, attitudes and programming approaches. Able to coordinate and support learning on key child protection issues for the NO.
- Strong relationship building/network capacity, excellent communication skills, spiritual maturity in Christian faith, ability to influence, innovative, and proactive personality.
- Strong understanding of latest developments, research and trends in the field of child protection and gender, particularly in-country context.
- Proven ability in designing, implementing, monitoring and evaluating child protection advocacy programmes.
- Proven ability to influence, network and collaborate with national level government, NGO and UN Agency child protection peers.
- Excellent interpersonal and communication skills
