Key Responsibilities:
The Advocacy and Partnership Specialist of the KOICA MNHC Project is responsible for ensuring the effective implementation of CVA activities by local CSOs and for overseeing all partnership engagements with CSO partners. He/she provides technical guidance and continuous monitoring to local CSOs throughout the entire CVA implementation process.
The Specialist also manages and delivers capacity-building programs for CSOs, fosters comprehensive partnerships with local companies and CSOs, supports resource mobilization efforts led by local CSOs, and facilitates the establishment and strengthening of CSO networks in Region 8.
This is a fixed-term post for at least two years based in Tacloban City.
Major Responsibilities:
Citizen Voice Action
- In-charge of identifying the CSO Partners who implement the CVA in Leyte, Samar, Eastern Samar and Northern Samar and the process of MOU between parties.
- Providing capacity building to local CSO with WVDF NO.
- Support the implementation of CVA activities by CSO.
- Monitor the progress.
- Support policy change achievement in each CVA group.
- Monitor KOICA guidelines compliance (financial and other requirements).
Capacity Building Program
- Working on design of capacity training program for the selected CSOs in Eastern Visayas with Central Visayas NGO network.
- Supporting and monitoring the implementation of CSO capacity building program by Visayas with Central Visayas NGO network.
- Reviewing the capacity building program from professional NGOs and providing funding for the capacity building.
- Capturing the evidences of the mobilized resources from partner NGOs.
Comprehensive Partnership
- Providing the capacity building for partner NGO with corporate partnership team in NO.
- In charge of making and signing the MOU between local CSOs, local corporate, and WVDF NO.
- Supporting all the resource mobilization process in comprehensive partnership.
CSO Networking
- Discussing with partners CSOs in the region to identify the option of CSO networking.
- Facilitating the process of the CSO networking with partner CSOs.
- Exploring the way that the CSO network in the region will be financially sustainable.
Others
- Submit reports to Project Manager and Project Director.
- Participate in organizational activities as identified.
Qualifications:
- Bachelor or Master Degree in Public Administration and Policy (or equivalent) in Politics, Law, Sociology, Anthropology, public health, health related study or a related field.
- Minimum 2 years of experience in a leading advocacy role or local CVA activities.
- Excellent understanding of Maternal health and Public health, policies and local government structures, and related issues.
- Experience interacting with government and/or technical working groups at a high level.
- Excellent representational ability including public speaking, media interviews, and high-level meetings.
- Good policy analysis skills required.
- Excellent communication and negotiation skills.
- Other relevant training certificate in Advocacy, Social Accountability or Governance is preferred.
