The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does: through its programmes, advocacy efforts, and operations. In this context, the 7.5 and 7.2 magnitude earthquakes that struck Venezuela on 24 June 2026 have generated one of the most significant emergencies the country has faced in more than a century. The impact has extended across Caracas and the states of La Guaira, Miranda, Carabobo, Aragua, Falcón, and Yaracuy, resulting in thousands of deaths and injuries, large-scale population displacement, severe damage to homes and critical public infrastructure, as well as prolonged disruptions to water, electricity, telecommunications, health, and education services. Schools, health facilities, water and sanitation systems, roads, and bridges have sustained substantial damage, limiting communities’ access to basic services and further complicating the humanitarian response.

Children and adolescents are among the groups most affected by this emergency. Many have lost their homes, experienced interruptions in their access to education and healthcare, and face increased risks of family separation, psychosocial distress, violence, exploitation, and other violations of their rights. In response, UNICEF has activated and scaled up its emergency response in coordination with the Government and humanitarian partners, providing support in the areas of child protection, health, nutrition, water, sanitation and hygiene (WASH), education in emergencies, and psychosocial support. The scale and complexity of humanitarian needs require strengthening the organization’s operational capacity to ensure a timely, effective, and child-centered response, particularly in the most vulnerable and hard-to-reach communities.

How can you make a difference?

Under the supervision and guidance of the supervisor, the incumbent is accountable for delivery of efficient and cost-effective administrative support services, providing guidance for operations of administrative support services and management of administrative staff. Ensures the office’s administrative operations and services are in compliance with the organization's administrative policy, procedures, rules and regulations

To qualify as an advocate for every child you will have…

Minimum requirements:

• Education: a completed First Level University Degree social sciences, business management, administration, finance or any other relevant field of discipline
• Work Experience: Minimum two years of relevant professional work experience in office management, administration, finance, accounting, ICT, human resources, supply or any other relevant function. Work experience in emergencies is required.
• Skills: technical knowledge and service management skills are required.
• Language Requirements: Fluency/Proficiency in both Spanish and English is required.

Desirables:

• Language: Knowledge of another official UN language (Arabic, Chinese, French or Russian).
• Strong experience with negotiating with vendors and interagency coordination is highly desirable.
• Demonstrated background in handling common services and a knowledge of security guidelines is a strong asset.
• Emergency field experience is desirable.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
