TERMS OF REFERENCE

The National Child Development Agency (NCDA) leads and coordinates Rwanda’s integrated early childhood development (ECD) agenda, including nutrition, health, early learning, WASH, child protection, and parenting support.

This assignment will:

• Update the mapping on existing and potential partners in the private sector and civil society involved in ECD and nutrition, identifying comparative advantages and areas for collaboration.

• Explore private sector partnership opportunities in Rwanda across early learning, child protection, stimulation, health, nutrition, WASH, and build a set of top prospects and industries with whom NCDA should focus and further engage with.

• Conduct an analysis of Corporate Social Responsibility (CSR) practices of relevant private institutions in Rwanda, particularly those investing in child development, nutrition, health, WASH, and child protection.

• Conduct a review of existing Public-Private Partnerships (PPPs) in Rwanda and engage with the mother ministry, MINECOFIN, to ensure alignment and inform the develop
