GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. Ecuador became a Member of GGGI in 2019. GGGI has been supporting the Ministry of Environment and Energy (MAE acronym in Spanish) on climate and sustainable finance to help the country achieve its adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI supports MAE in implementing its First National Adaptation Plan (NAP) and National Mitigation Plan (PLANMICC), develops a pipeline of adaptation and mitigation projects, strengthens the Ecuador Zero Carbon Program, and supports Ecuador’s readiness in implementing Article 6 of the Paris Agreement.
As part of GGGI´s Ecuador portfolio, the GCF-funded project “Implementing Ecuador’s National Climate Finance Vehicle and Carbon Zero Program” is being implemented. The project aims to boost the mobilization of climate finance in Ecuador and strengthen PECC’s potential to raise climate change mitigation ambitions.
Strengthening the Ecuador Zero Carbon Program (PECC) supports the development of productive, sustainable policies by incentivizing companies to measure, reduce, and offset emissions, promoting sustainable production and consumption patterns, improving environmental performance, and aligning private-sector practices with national climate objectives and long-term low-carbon development strategies.
To support the targets described above, GGGI’s project in Ecuador is seeking a consultant to support the National Sustainable Production and Consumption Strategy (NSPCS), contributing to the implementation of the sectoral energy efficiency policy and the PECC.
Scope of Work:
The consultant will work in close collaboration with the GGGI Team in Ecuador and delegates of the Ministry of Environment and Energy (MAE) and the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects on a deliverable basis and will support, through the management of integrated processes, identification of issues impacting the consistent delivery, and recommendation of remedial solutions, the achievement of the project´s outcomes and outputs, leading the following activities:
Deliverable 1: Workplan
The consultant will review existing project materials and consult with relevant project parties (GGGI, MAE) as necessary to develop a detailed work plan outlining the schedule of significant activities, methodology, milestones, validation meetings, and draft and final deliverables. To achieve the duties assigned, the consultant will organize meetings with MAE to review and validate any necessary deliverables. Finally, the consultant will provide technical contributions to the activities related to the project scope that will be required by the Undersecretariat on Climate Change and the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects which will be defined in the workplan and agreed with GGGI and MAE.
The deliverable will, at a minimum, include a timeline, identification of key stakeholders, milestones, and proposed deliverables.
Deliverable 2: State of the art of the National Sustainable Production and Development Strategy
The consultant will review the progress and current status of the NSPCS and focus on strengthening the energy-efficiency and its contribution to implementing the PECC.
To comply with the deliverable, the consultant must carry out the following activities:
Deliverable 3: Gaps and needs to achieve sustainable production and consumption in Ecuador
The consultant will identify gaps and needs at the regulatory/legal, governance/institutional, and technical/operational levels to achieve sustainable production and consumption

Deliverable 4: Validation and approval of the NSPCS
The consultant will provide technical contributions during the validation and approval process of the NSPCS. The consultant will contribute to facilitating coordination among MAE's focal points and external stakeholders throughout the NSPCS's validation (public consultation) and approval process.
To comply with the deliverable, the consultant must carry out the following activities:
Deliverable 5: Roadmap and inception phase to implement actions under the NSPCS
Based on progress in the NSPCS, the consultant shall develop a roadmap outlining activities, responsible stakeholders, required timelines, and indicative financial resources for aligning the Strategy with the national policy on energy efficiency and the PECC.

The consultant's work progress will be monitored by the GGGI Adaptation Finance Officer, and the specialist delegated from the Directorate of Management and Promotion of Energy Efficiency and Sustainable Development Projects. Meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.
The consultant will report to and be supervised by the GGGI Adaptation Finance Officer based in Quito-Ecuador. The Director of Management and Promotion of Energy Efficiency and Development Projects MAE will approve the consultant products after the technical validation by the specialist of the Directorate.
The consultant selected must dedicate 100% of his/her time to this consultancy. Therefore, it is not expected to consider other consultancies during the contract period.
The consultant should follow the specific methods and follow MAE’s and GGGI’s instructions. The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.
The consultant should demonstrate the credentials described below.
For each deliverable, the consultant is required to deliver a draft version by a date agreed to GGGI, request and respond to comments, and deliver a final version (tracked and clean versions for MS Word deliverables) by the deadline.

GGGI as an institution abides by its project-level Sustainability and Safeguards Rules (SSR) for all projects aligned with international standards for Environmental and Social Safeguards. The SSR is aligned with commonly recognized international standards for Environmental and Social Safeguards (ESS), i.e. the WB Performance Standard, that ensure project level safeguarding of communities and people impacted by GGGI activities. GGGI has integrated project level Environmental and Social Safeguards into its Project Cycle Management (PCM) with mandatory Preliminary Gender and Social Assessments and ESS Screening of all projects to identify and manage risks.
In addition, GGGI’s Gender Equality and Social Inclusion Strategy 2021-2025 provides a framework toward achieving the principle of “Leaving No One Behind” in the transformation towards green growth, guiding GGGI’s approaches to the mainstreaming of gender equality and poverty reduction in GGGI Colombia’s Program. This also includes the implementation of the GGGI Gender Equality and Poverty Reduction Policy Markers on all projects. GGGI’s Corporate Results Framework requires gender disaggregated indicators for participation in GGGI Capacity Building events.
GGGI’s Child Protection Rules and GGGI Rules on Sexual Exploitation ensure safeguarding of children impacted by GGGI activities or in contact with GGGI contracted personnel, with GGGI taking a zero-tolerance approach to child exploitation.
