The GGGI is co-executing the Samoa Capacity Building Initiative for Transparency (CBIT) Project with the Climate Change Division (CCD) of the Ministry of Natural Resources and Environment (MNRE), with financial support from the Global Environment Facility (GEF) and the United Nations Environment Programme (UNEP) as the GEF Implementing Agency.
The project aims to strengthen the institutional and technical capacities of Samoa to fulfill its United Nations Framework Convention on Climate Change (UNFCCC) reporting and transparency obligations by aligning national reporting systems with the Paris Agreement’s ETF requirements. The project is structured into three components, designed to 1) formalize institutional coordination mechanisms, 2) implement an IT-based Greenhouse Gas (GHG) inventory and Nationally Determined Contributions (NDC) tracking system, and 3) establish a sustainable capacity-building strategy.
The project focuses on addressing key barriers identified in Samoa’s climate transparency and Enhanced Transparency Framework (ETF) reporting, including inadequate institutional arrangements, a lack of robust GHG inventory system and NDC monitoring tools and systems, and limited awareness regarding the ETF and climate change. This consultancy assignment aims to address the limitations in GHG inventory preparation by establishing national-specific and customized tools and methodologies, and QA/QC guidelines required for a high-quality, timely national GHG database.
Through this consultancy, the consultant will contribute to formalizing Samoa’s GHG data management and coordination system, building upon existing efforts and projects on climate transparency. Leveraging prior works and by reviewing specific data requirements, information flows, and identifying existing gaps, the consultant will establish data-sharing agreements, which will be validated and adopted by participating ministries to ensure long-term transparency and collaboration. To strengthen data accuracy and the verification process, the consultant will develop the data estimation templates and tools for GHG inventory calculation, customized to the national context, along with a QA/QC plan and procedural guidelines. Finally, the consultant will develop the training materials for activity data collection, GHG estimation calculations, QA/QC for GHG inventory preparation and perform training for national stakeholders.
To achieve the project objectives, GGGI is seeking a GHG Inventory Consultant to contribute to technical outputs under the GHG inventory component and data sharing mechanisms. The primary objectives of this assignment are:
The consultant will work in close collaboration with the Samoa CBIT Project Officer. Under the overall guidance of the CBIT Project Manager and in close coordination with the CCD of MNRE, the Consultant will undertake the following tasks and deliverables:
Deliverable 1: Draft Data Sharing Agreements and Consultation meeting reports
The consultant will develop Data Sharing Agreements for each ministry responsible for providing activity data for the GHG inventory (covering all IPCC sectors) preparation, leveraging the data mapping exercises already conducted. As the CBIT project also includes a parallel workstream on NDC action tracking led by a separate consultant, where the data provider for NDC tracking-related data is the same agency as for the GHG inventory activity data, the consultant shall work closely with the CBIT Project's NDC Tracking Consultant to consolidate data sharing arrangements under a single agreement, avoiding duplication and ensuring consistency across both reporting streams. These agreements will establish the legal and procedural framework for data exchange, including transfer mechanisms and access permissions to security safeguards.
To ensure these data-sharing agreements are robust, collaborative, and practical, the consultant will be required to facilitate at least two consultation workshops to engage all relevant stakeholders in identifying data gaps, aligning on technical specifications, and addressing institutional barriers. This deliverable will be accompanied by a consolidated stakeholder consultation report.
Deliverable 2: Final Data Sharing Agreements and Validation Workshop
Once the draft Data Sharing Agreements are developed, the consultant will facilitate one validation workshop, bringing together all relevant stakeholders to review the finalized agreements and ensure consensus before adoption and implementation. This deliverable will be accompanied by a validation report documenting stakeholder feedback and agreed revisions. The consultant will also support the Samoa CBIT Project Officer in organizing and facilitating a validation workshop with all relevant national stakeholders to present the draft document and receive technical feedback.
Deliverable 3: GHG Estimation Templates and Standard Operating Procedures for Data Collection and GHG Estimation
Building on the existing work on data mapping and data flow, the consultant will develop Standard Operating Procedures for activity data collection. Furthermore, the consultant will develop sector-specific GHG estimation templates and SOPs aligned with IPCC methodologies for the Energy, IPPU, AFOLU, and Waste sectors, tailored to Samoa’s national context.
The SOPs for activity data collection must comprehensively cover all sub-categories and source/sink categories applicable to Samoa's national context under each required sector, ensuring no relevant emission source or sink is omitted from the inventory. It should clearly outline the roles and responsibilities of each participating agency, designating specific data custodians and providers, and specifying collection frequencies.
The GHG estimation templates shall provide sector-specific calculation tools that operationalize the applicable IPCC methodologies, enabling consistent and transparent emission and removal estimates across all inventory cycles. The GHG estimation templates will be supported by SOPs governing their use. These SOPs will include standardized procedures for data entry, selection and documentation of emission factors, methodological tier selection, and uncertainty documentation, ensuring that all estimation steps are transparent, reproducible, and auditable.
Deliverable 4: QA/QC plan and procedural guidelines for GHG inventory
The consultant shall develop a robust overarching Quality Assurance and Quality Control (QA/QC) Plan and comprehensive procedural guidelines designed to ensure the integrity, transparency, and continuous improvement of Samoa’s national GHG inventory. The plan shall further detail documentation, archiving, and data management procedures, internal and external QA review arrangements, and mechanisms for continuous improvement. The QA/QC Plan must include a detailed implementation schedule that aligns QA/QC steps with the broader inventory cycle.
Building on the overarching plan, the consultant shall develop sector-specific QC procedural guidelines for each of the four inventory sectors — Energy, IPPU, AFOLU, and Waste. These guidelines shall provide dedicated, standardized QC checklists and step-by-step procedures tailored to the unique data sources, activity data, and emission estimation methods of each sector. They shall equally specify sector-specific QA arrangements, including independent expert review of sector calculations, methodological assumptions, and key category analyses, ensuring that both quality control and quality assurance are systematically and rigorously applied at the sector level throughout the inventory preparation process.
Deliverable 5: Training Materials and Training Workshops
To ensure the sustainability and effective application of the tools and guidelines developed under Deliverables 3 and 4, the consultant shall design and develop gender responsive training materials, including PowerPoint presentations and instructional resources for data custodians and agency focal points. The consultant will support the Samoa CBIT Project Officer in organizing the training workshops and will facilitate the sessions. Workshop logistics and arrangements will be led by the GGGI team. All training materials shall be developed prior to each workshop and submitted for review prior to each workshop.
The consultant shall facilitate at least one dedicated workshop for each of the five sectors: Energy, IPPU, Waste, Agriculture, and LULUCF. Each sector workshop shall cover data collection protocols—including use of the data collection templates, reporting cycles, custodian roles and responsibilities, gap-filling procedures, and archiving requirements—as well as hands-on application of the GHG estimation templates, covering data entry, emission factor selection, tier selection, and uncertainty documentation. Each sector workshop shall also include the application of sector-specific QA/QC checklists and procedures, including identification of anomalies and documentation of uncertainties.
In addition to the sector workshops, the consultant shall facilitate at least one dedicated cross-sectoral QA/QC workshop targeting both data providers and lead inventory coordinators. This workshop shall address the overarching QA/QC Plan, cross-sector standardized QC checklists, internal and external QA review arrangements, and the QA/QC implementation schedule as it aligns with the broader inventory cycle.
Upon completion of all workshops, the consultant shall submit training workshop reports for each workshop, documenting participant attendance, key discussions and outcomes, feedback received, and agreed follow-up actions.
